What is a HAL number?

A HAL number, or HAL ID, is a unique identification number for each person who purchases a licence within the Hunting, Angling and Trapping Licence (HAL) System. Your HAL account/HAL number, it is used for all future hunting, angling and trapping licence purchases.

I do not currently have a HAL number. How do I get one?

Your HAL number is created when your HAL account is set up. There are three ways to set up a HAL account and get your HAL number – create an account through this website by clicking Create Account at the top of the screen, visiting a Ministry of Environment or select park office, visiting a private licence issuer, or by contacting us.

What do I need a HAL number for?

You must have a HAL account to purchase hunting, angling or trapping licences, apply for the big game draw or to sponsor a hunter for the Canadian resident white-tailed deer draw. Your HAL number or any identification number added to your account can be used to look up your account in the system when purchasing licences.

What information do I need to provide to get a HAL account/number?

To create an account the following information must be provided.

  • Name
  • Date of birth
  • Address (mailing and home address)
  • Phone number
  • At least one identification number (used for the purpose of looking up your account so that you do not need to memorize your HAL number)
  • Identification details including gender, height, eye colour and hair colour
  • If also creating a web account you must create a password and provide an email address so that you can be sent notifications and email receipts. If you forget your password, password reset information will be sent to the email address on your account.

Do I need a new HAL number each year?

No, once you have a HAL account it is used for all future hunting, angling and trapping licence purchases. Do not create a duplicate account.

Do I need a new HAL number if I change residency?

No, you should not create a new account but rather update your account information. You can update your address information through your web account, by visiting a Ministry of Environment or select park office, visiting a private licence issuer or by contacting us.

I forgot my HAL number. What should I do?

If you have forgotten your HAL number do not create a second account. You can contact us for assistance with your account information. Your HAL number is also printed on all licences and is available through your web account. Remember, any identification number included on your HAL account can be used to look up your account.

What is a HAL web account and what can I do with a HAL web account?

Once you have a HAL account you will be able to purchase licences at private licence issuers, Ministry of Environment and select park offices or by phone. An additional option is to also create a web account for this website which will allow you to access your HAL account any time at your convenience. Once created, you can purchase licences, reprint licences, review and update your HAL account information, review order and licence history, apply for the big game draw, review your big game draw applications and pool status and submit hunter harvest surveys.

How do I create a HAL web account?

You can create your HAL web account through this website. If you do not already have a HAL account and HAL number, select the Create Account option at the top of the screen and you can set up your HAL account including your web password. If you already have a HAL number but have not yet created a web account, select Sign in and then Look up your profile. Enter your HAL number or other identification number on your account and date of birth to look up your HAL account. Once successfully found you will be prompted to create a password, and if not already included on your account you will be required to provide an email address. Your web sign in is now created. For future web sign in, select the Sign in option and enter your password and an identification number. Note – youth ages 12 and under cannot create a web account.

What do I do if I forget my password?

If you forget your password click the Forgot your password link on the sign in page. An email will be sent to you with a link. Click the link and follow the instructions to reset your password. This link is valid for 24 hours.

How do I update my account information?

If you have a web account your information can be updated by visiting the Update Profile page of My Account. You can also update your information by visiting a Ministry of Environment or select park office, visiting a private licence issuer or by contacting us.

Licence Purchases

How do I purchase hunting, angling or trapping licences?

Licences can be purchased by visiting a Ministry of Environment or select park office, visiting a private licence issuer, ordering by phone at 1-855-848-4773 or online at your convenience through your web account by signing in and selecting the ‘Purchase Licence’ option at the top of the page. If purchasing online a valid MasterCard or Visa credit card and printer is required. If ordering your licence, allow up to 10 business days for mail delivery.

When are licences available to purchase?

Licences that are required for seasons open early in the licence year are available to purchase beginning April 1. These include all angling licences, the Lac la Ronge endorsement (for anglers angling on Lac la Ronge), and black bear and fur licences. Remaining hunting licences including big game draw licences are available to purchase beginning August 1.

Are there licences that I cannot purchase through my web account?

Yes, Northern Fur Conservation Area licences are only available through Ministry of Environment and select park offices and are only available to certified trappers. Youth trappers under the age of 19 must also visit an office to purchase a youth fur licence (Northern Fur Conservation Area and South Fur Licences).

Can I purchase a licence for another person through my HAL account?

No, you can only purchase licences for yourself through your account.

Am I required to complete a Firearm Safety/Hunter Education course before purchasing a hunting or fur/trapping licence?

If you were born after January 1, 1971 you must have completed a recognized Firearm Safety/Hunter Education (FS/HE) course, either in Saskatchewan or in another province/state, before you can purchase or apply for a hunting or fur licence. This includes applying for a licence through the big game draw. If you were born before January 1, 1971 you are not required to have completed a course; however, all inexperienced hunters are strongly encouraged to complete a course.

If you were born after January 1, 1971, the licensing system will ask you to confirm that you hold a FS/HE certificate. Once you have confirmed this, the information will be added to your account and you will not be asked again during subsequent licence purchases. Remember, it is unlawful to provide false information about your training status.

What licences do I need to go migratory bird hunting in Saskatchewan?

You must have a Saskatchewan game bird licence to hunt migratory birds during the fall season, and a federal migratory game bird permit is required for both the fall seasons and spring goose season.

Canadian and non-resident game bird hunters, please remember that you must carry a harvest ledger with you while hunting game birds, even if hunting migratory birds only. Harvested sharp-tailed grouse and gray partridge must be recorded on the ledger immediately. If purchasing your game bird licence online, avoid mail delays by obtaining a convenience pack of blank harvest ledgers ahead of time. If ordering your licence you will be required to wait 5-10 business days for your licence to be delivered by mail.

How does the new system validate Saskatchewan residency?

It is the responsibility of each hunter, angler or trapper to make sure they meet the eligibility requirements of a Saskatchewan resident before selecting this option and purchasing a licence. However, the system also checks against the Ministry of Health database to verify whether or not the person has reported as a Saskatchewan resident and has valid Saskatchewan Health benefits. The process requires that the name, date of birth and gender match between the HAL account and the Ministry of Health database. To be verified as a resident you do not need to provide your Health Services Number but you must have active Saskatchewan Health benefits through the Ministry of Health. A person who qualifies as a Saskatchewan resident as a member of a regular force of the Canadian Armed Forces must select the separate residency status of ‘Saskatchewan Resident – CAF’ and provide their regimental number.

What do I do if I cannot be verified for the correct residency?

If you have selected the correct residency type option but received an error message indicating your residency could not be verified, ensure your account information is up-to-date including your home address. If you are a Saskatchewan resident, make sure your name, date of birth and gender are the same as on your Saskatchewan Health Services Card (SHSC), and that your SHSC is valid. If you still cannot be verified, contact 1-855-848-4773 for assistance.

Can I confirm whether or not I can be verified as a Saskatchewan resident through the system?

Yes, you can test whether or not the system can verify you by selecting ‘Residency Verification’ at the top of the page. It is a good idea to use this feature in advance of purchasing licences or applying for the big game draw.

How do hunting seals and harvest ledgers work for purchasing licences through the website?

You can purchase a licence through your web account at any time. If the licence you are purchasing requires big game seals (all big game species) or a harvest ledger (Canadian and non-resident game bird and Lac la Ronge endorsement), there are two ways to purchase your licence online. You can acquire a convenience pack of seals or harvest ledgers in advance of purchasing your licence. Convenience packs provide you with a supply of blank seals or harvest ledgers that are not yet associated with a licence. When purchasing a licence online you can enter the seal or harvest ledger number and associate it to the licence being purchased. This method allows you to complete and print the licence immediately upon completing the transaction. If you do not have a convenience pack, the second option is to order your licence which will be mailed to you in 5-10 business days and will include the big game seals or harvest ledger and a printed licence. Since the licence is not complete until the seals or harvest ledger is included, your licence cannot be printed and used immediately upon completing the transaction.

How is the wildlife habitat certificate used in HAL?

The wildlife habitat certificate is still required but is not a separate document as in the past. When a hunter purchases their first hunting or trapping licence for the year, the system will add the wildlife habitat certificate to the transaction. The wildlife habitat certificate will print on the licence document along with all other licences. A hunter/trapper will only be charged for one wildlife habitat licence in a licence year.

What licences are available for youth?

Saskatchewan resident youth ages 12 to 18 (inclusive) can purchase a youth game licence which includes an either-sex white-tailed deer and game bird licence at a reduced price. Youth trappers can also purchase a youth fur licence but must visit a Ministry of Environment or select park office and ensure they meet the eligibility requirements for trapping.

What information do I need to provide at a licence issuer to purchase a licence?

To purchase a licence you must provide an identification number on your account and your date of birth. You will also need to inform the issuer of your residency status and may be required to declare that you meet the eligibility requirements for the licence, for example, that you comply with Firearm Safety/Hunter Education regulations when purchasing a hunting or trapping licence.

How do I find an issuer?

You can search for an issuer by selecting ‘Issuers’ at the top of the page. You can search by name, city/town or postal code. Be aware that business hours vary from issuer to issuer and that a few select issuers sell angling licences only.

Do I need a credit card to purchase a licence over the phone?

Yes, a valid MasterCard or Visa credit card is required to purchase any licence with a fee over the phone.

What do I do if I lose or damage my big game seals or harvest ledger?

You can visit a Ministry of Environment or select park office to get replacement seals or harvest ledger but must complete a statutory declaration.

What do I do if I accidentally purchased the incorrect licence?

If you have purchased the incorrect licence it is important that you report it to the Ministry of Environment as quickly as possible, either in person at the nearest office or by calling the general inquiry line at 1-800-567-4224. If it is reported quickly and determined that you did not have an opportunity to use the licence, you can visit your nearest Ministry of Environment or select park office to exchange the licence for the correct one.

Are seniors required to create a HAL account and buy an angling licence?

Saskatchewan residents over the age of 64 are not required to have a HAL account or purchase an angling licence. One exception is that all anglers on Lac la Ronge must have a HAL account and have a Lac la Ronge endorsement (no fee).

Are youth required to create a HAL account and buy an angling licence?

Youth under the age of 16 are not required to have a HAL account or purchase an angling licence. One exception is that all anglers on Lac la Ronge must have a HAL account and have a Lac la Ronge endorsement (no fee).

Can I purchase a licence with my mobile phone?

Yes, you can access your web account and purchase licences through your mobile device. However, you must be able to produce your licence upon request by a conservation officer along with any associated harvest ledger or big game seals (required for some licences), and an angling licence must be signed and dated. If you have concerns regarding battery life or allowing the inspection of your licence stored on your electronic device, please print a hard copy of your licence and carry it with you.

I am a Canadian resident but do not meet the requirements to purchase Saskatchewan resident licences, what licences can I purchase?

If you meet the requirements of a Canadian resident but not for a Saskatchewan resident, make sure select the Canadian Resident option when purchasing your licence. Available licences for Canadian residents include angling (annual, 3-day or 1-day), game bird and black bear licences. Canadian residents can also apply for one of a limited number of white-tailed deer licences through the Canadian resident white-tailed deer draw.

I am a non-resident (of Canada), what licences can I purchase?

Non-residents of Canada can purchase angling (annual, 3-day or 1-day) or non-resident game bird licences. To hunt big game in Saskatchewan, non-residents must use the services of a licensed outfitter. Available big game species include white-tailed deer, moose and black bear.

Big Game Draws

How do I know my pool status?

Your pool status history can be viewed through your HAL web account by visiting the Pool Status page in My Account. The Pool Status page will be temporarily unavailable in early April while updates are made but will be available again in mid-April.

Where can I find more information about the Big Game Draw?

More information about the big game draw is available at http://www.environment.gov.sk.ca/hunting. Under Sport Hunting select Big Game Draw or Canadian Resident White-tailed Deer.

What is the big game draw?

The big game draw is a lottery system for allocating a limited number of available licences to hunters when demand exceeds available hunting opportunities. The Saskatchewan resident draw system uses a priority pool system in which applications are placed into pools based on the number of years since the applicants were last drawn. Applications are randomly drawn from within a pool beginning with the pool with applicants not drawn for at least four years, then moves to the next pool for applicants not drawn for three years, and so on.

What hunting opportunities are available through the big game draw?

For Saskatchewan residents applications are available for elk, moose, pronghorn, either-sex mule deer, and antlerless only mule deer. Canadian residents can apply for white-tailed deer.

When can I apply for the big game draw?

Applications for the 2016 Saskatchewan resident big game and Canadian resident white-tailed deer draws can be submitted from May 1 to midnight of May 25. No applications will be accepted after the May 25 deadline.

How do I apply for the big game draw?

Make sure you have reviewed important information including available hunts, tentative quotas, season dates and other additional information in the current Saskatchewan Resident Big Game Draw Supplement or Canadian Resident White-tailed Deer Draw Supplement, and that you meet the eligibility requirements for the draw. Big game draw applications can be submitted through your HAL web account by selecting the ‘Apply for Draws’ option at the top of the page (only available from May 1 to May 25). There is a $4.00 application for each application submitted so a valid MasterCard or Visa credit card is required. Each applicant may only submit one application per species. If you do not have online access you can visit your nearest Ministry of Environment or select park office for assistance.

What do I need to apply for the big game draw?

To apply for the big game draw you will need a HAL account. The HAL number and date of birth needs to be entered for all group members and sponsors (Canadian resident white-tailed deer draw). Ensure all members of your application meet the eligibility requirements ahead of time. A valid MasterCard or Visa is also required as there is a $4.00 application fee for each application. Also ensure that you have reviewed the information including available hunts, tentative quotas, season dates and other additional information in the current Saskatchewan Resident Big Game Draw Supplement or Canadian Resident White-tailed Deer Draw Supplement.

What is the youth draw?

The youth draw is an extra opportunity for youth ages 12 to 15 to be draw for antlerless mule deer. Up to 25% of the antlerless mule deer quota is allocated to the youth draw. Youth can submit both a youth draw application and an antlerless mule deer application but can only have one application drawn.

What is a zone 99 application?

If in a particular year you do not wish to be drawn for a particular species, select zone 99 and your application will be excluded from the draw but your pool status will be retained. A zone 99 application is not required if your pool status is ‘C’ or ‘B’ as you will automatically advance from ‘C’ to ‘B’ or from ‘B’ to ‘C’ regardless of whether or not an application is submitted.

I made a mistake on my application, how do I fix it?

The group leader of an application (the person who submits the application) can edit the application any time before the application deadline by visiting the Draw Applications page of My Account.

How do I check my big game draw results?

Your big game draw results will be available through your HAL web account by visiting the Draw Applications page of My Account.

If I am drawn, how do I purchase my licence?

If drawn your licence(s) will be available through your HAL account and can be purchased online, by visiting a Ministry of Environment or select park office, visiting a licence issuer or ordering by phone at 1-855-848-4773.

If I am drawn can I forfeit my licence or transfer my licence to another person?

If drawn you are not required to purchase your licence. However, once drawn you cannot purchase a regular licence for the same species, and if you are a Saskatchewan resident applicant your pool status will move to ‘C’ for the following year, regardless of whether or not you purchase the draw licence. If drawn for antlerless mule deer you may purchase a regular archery mule deer licence. All licences are non-transferable.

Hunter Harvest Survey

What is the hunter harvest survey?

Each year the Ministry of Environment asks hunters for information about their hunting activities, such as time spent hunting, where they hunted, whether or not they were successful, and the sex and age class of harvested animals. The information provided is an important part of wildlife management in Saskatchewan, and each survey contributes to a better understanding of how game populations are responding to management strategies. The survey is not for tracking an individual’s hunting activities, but rather all responses are summarized to provide useful information to wildlife biologists. For each hunting licence you purchase you may have a survey available to complete through your HAL account. All hunters who submit a survey are also entered into a draw for one of three $100 gift certificates to a sporting goods store of their choice or one of three $100 gift certificates courtesy of the Saskatchewan Wildlife Federation. The Ministry of Environment thanks all hunters who participate in the survey.

Why is the hunter harvest survey important?

This survey is important because the data provided to the ministry’s wildlife biologists assists them with setting appropriate quotas and seasons for the following year. It allows them to evaluate recent changes in management strategy and identify areas where different management strategies may be warranted. The more surveys completed, the more thorough this evaluation can be.

How do I complete my hunter harvest survey?

To complete a survey, sign into your HAL web account and visit the Hunter Harvest Survey page in My Account. Click on “Complete Survey Now”. Once you have completed the survey you can review your answers anytime by clicking on the “Completed” tab. If you have problems completing your survey, please Contact Us.

I do not have internet access, is there any way to do my survey other than through my HAL web account?

If you do not have online access and cannot complete your survey through your online account, you can visit your nearest Ministry of Environment field office to get assistance with submitting your survey or contact the Active Helpdesk at 1-888-773-8450.

When can I do my survey?

I made a mistake on my survey, what do I do?

If you made an error and need to change an answer, you may edit your answers until one day before the survey deadline. Visit the Hunter Harvest Surveys page in My Account; click on the “Completed” tab and select “View Survey”.

Are my survey responses confidential and are they being tracked?

The ministry is not interested in tracking hunting activities for an individual and individual responses are kept confidential. However, a summary of results is done and made available to the public through the Government of Saskatchewan Website.

Are surveys available for all species or licence types?

Generally speaking, most species are surveyed each year. However, the species surveyed may change from year-to-year based on information needs.

What types of questions are included in the survey, and what information should I keep track of when hunting to accurately complete my survey?

The survey is mainly used to estimate time and effort hunters spend in the field, harvest success rates and the types of animals being harvested (i.e. buck/bull, doe/cow or fawn/calf). For some licence types, you will also be asked to provide the firearm types that you hunted and harvested (if you harvested an animal) with. It is a good idea to keep track of the number of days you have hunted, what firearm types you have used and what/when you harvested.

I purchased a licence but was unable to go hunting, or I hunted but did not harvest an animal, should I complete a survey?

Yes, it is just as important to complete the survey if you did not hunt or did not harvest.

I hunted in two or more zones on the same day, how do I report days hunted?

Count this as one day hunted in each zone.

I didn’t hunt for a full day, how should I report this?

The Ministry of Environment may consider reporting of partial days in the future; however at present please report any day on which you hunted, regardless of how long you were out, as one day.

I got an email to remind me to do the hunter harvest survey, but I have already completed my surveys. Why did I get the email?

Email reminders are sent to the email address on your HAL account. If another person also uses your email address on their HAL account, you will also receive email receipts and reminders intended for them.

Are results of the hunter harvest survey made available to the public?

Yes, results are made available through the Government of Saskatchewan Website.

Hunting & Angling Seasons and Regulations

When is the licence year?

The licence year runs from April 1 to March 31 of the following year.

How do I know when and where a licence is valid and when the season is open?

Always refer to the most current Anglers’ Guide, Hunters’ & Trappers’ Guide or Spring Black Bear and White Geese Supplement for information on open season dates, where the licence is valid for, eligibility requirements, regulations and additional information.

Where can I find information on hunting, trapping or angling regulations?

Information on angling regulations is found in the Anglers Guide and information on hunting and trapping is found in the Hunters’ & Trappers’ Guide. Hard copy guides can be acquired at licence issuers or Ministry of Environment and select park offices. Anglers guides are available by May 1 while Hunters’ & Trappers’ Guides are available by early August. Digital guides are typically available online sooner and can be accessed through the Government of Saskatchewan website.
